<p>If you enjoyed the many films of Jacques Cousteau, then you saw him by his father’s side on many of those expeditions. Jean-Michel Cousteau has carried on Jacques Cousteau’s legacy, honoring his father’s heritage by founding Ocean Futures Society in 1999 to carry on this pioneering work.</p>
<p>Ocean Futures Society is a non-profit marine conservation and education organization serving as a &#8220;Voice for the Ocean&#8221; by communicating the critical bond between people and the sea and the importance of wise environmental policy. As its spokesman, Jean-Michel serves as an impassioned diplomat for the environment.</p>
<p>He has produced over 80 films, received the Emmy, the Peabody Award, and many others.</p>
<p>In 2006, Jean-Michel’s initiative to protect the Northwest Hawaiian Islands took him to The White House where he screened his PBS-KQED documentary, Voyage to Kure, for President George W. Bush. The President was inspired and in June 2006, he declared the 1,200-mile chain of islands a Marine National Monument—at the time; the largest marine protected areas in the world.</p>

<p>In February 2002, he became the first person to represent the Environment in the Opening Ceremony of the Olympic Games in Salt Lake City. In the first attempt ever to return a captive orca to the wild, Jean-Michel led the effort of research and care for Keiko, the captive killer whale of &#8220;Free Willy&#8221; film fame, and in 2002, Keiko was returned to the wild.</p>
<p>Jean-Michel has been honored with the Environmental Hero Award, presented to him by then-Vice President Gore at the White House National Oceans Conference in 1998.</p>

<p>The list of achievements goes on and on. I’ve known him for more than 10 years. He’s as full of energy today as when I met him – perhaps more – and one of his principal messages today is especially important: Enough talk, we need<span style="text-decoration: underline;"> action</span>! He is ever-thoughtful and inspiring . I caught up with Jean-Michel at the National Conference on Science, Policy and the Environment a few hours before he delivered the John H. Chafee Memorial Lecture on Science and the Environment.</p>

<p>We continue to &#8220;go deep&#8221; in understanding the lessons revealed by the National Commission on the BP Oil Spill and Offshore drilling in its final report. Commission co-chairs Bob Graham and Bill Riley answered questions posed by PBS Newshour Senior Correspondent, Ray Suarez at the <a href="http://oceandoctor.org/ncse-2011-our-changing-oceans-national-conference-on-science-policy-and-the-environment/">National Conference on Science, Policy and the Environment</a> in Washington, DC.</p>
<h2>Tip of the Week</h2>
<p>Read Jean-Michel’s new book, “<a href="http://oceandoctor.org/myfatherthecaptain" target="_blank">My Father, the Captain: My Life With Jacques Cousteau</a>” published by National Geographic. It’s a touching, in-depth portrait of his father and colleague. To quote Jean-Michel about his book: &#8220;<em>Captain Cousteau was a complicated man. He was a man of many different personalities, many different moods. But this is how it is with all great men, yes? We know the public mask, but it is the private face that reveals a man&#8217;s true character. It is the man we know when the cameras are not filming.</em>&#8221;</p>

He has written, photographed, picture-edited, designed and illustrated features for scores of books, magazines and web sites. He has written and recorded a number of music projects for children and adults, and has performed at schools and marine conferences across the country. Currently, he is launching the <a href="http://instituteforoceanliteracy.org/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/instituteforoceanliteracy.org/?referer=');">Institute for Ocean Literacy</a> (IfOL). IfOL, a project of <a href="http://oceanfdn.org" target="_blank" onclick="pageTracker._trackPageview('/outgoing/oceanfdn.org?referer=');">The Ocean Foundation</a>, is an organization committed to teaching ocean literacy through the arts. When not engaged in ocean issues, Mark teaches digital media design courses at the Corcoran College of Art + Design.</p>
<p>In the past Mark worked for National Geographic where he designed and art directed more than a hundred stories for <em>National Geographic</em> magazine. He went on to launch NationalGeographic.com, and managed the site for nearly ten years. Since then he managed magazine and web staffs for the Ocean Conservancy, Marriott International, and the World Resources Institute &#8211; where he is currently employed today.</p>
<p>On May 22, 2010 President Obama established the National  Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling, co-chaired by former Florida Governor and U.S. Senator, Bob Graham and former EPA Administrator, William Riley. The Commission issued its report last week – on time and under budget – perhaps a first for a presidential commission. We continue our in-depth coverage and first look at the report.</p>

<p>HAVANA, Cuba &#8212;  On October 25-26, 2009 the third meeting of  a growing partnership of U.S, Cuban and Mexican institutions dedicated to  strengthening collaboration in marine research and conservation convened in Havana, Cuba and has resulted in the near-finalization of a new five-year &#8220;Plan of Action,&#8221; a blueprint for future collaboration. The ongoing effort, led by <a href="http://oceanfdn.org" target="_blank" onclick="pageTracker._trackPageview('/outgoing/oceanfdn.org?referer=');">The Ocean Foundation</a>, the <a href="http://www.ciponline.org/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.ciponline.org/?referer=');"> Center for International Policy</a>, the <a href="http://www.medioambiente.cu/organigrama.asp#top" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.medioambiente.cu/organigrama.asp_top?referer=');">Cuban Ministry of Science, Technology and the Environment</a>, and the <a href="http://www.semar.gob.mx/sitio/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.semar.gob.mx/sitio/?referer=');">Mexican Secretariat of the Navy</a> has set the stage for an unprecedented level of collaboration among the three nations, including the creation of new projects and partnerships along with additional funding to support them. <span id="more-1203"></span></p>
<p>The Plan of Action focuses on research and conservation priorities in the Gulf of Mexico and Western Caribbean, priorities considered nearly impossible without the concerted collaboration of all three nations. Because of the U.S. trade embargo imposed against Cuba, participation on the U.S. side has thus far been limited to nongovernmental organizations. The Havana meeting was the largest yet, bringing together a total of nearly 60 participants representing the three countries.<br />

<p>In November 2007, an international conference in Cancún, Mexico brought  together high-level scientists and decision makers from Cuba and the United  States for the first time to agree on marine research and conservation  priorities. These priorities, covered in detail in the meeting proceedings and  summarized below, establish a new framework for collaborative Cuba-U.S.  research and conservation activities for the foreseeable future. <p>Because of the U.S. economic embargo of Cuba, collaboration between U.S. and  Cuban scientists has been difficult. Even though research is a permitted  activity and U.S. scientists are allowed to travel to Cuba, the harsh  logistical and political realities have prevented all but a few U.S.  institutions from maintaining successful collaborative projects in Cuba.  Recognizing the critical need for more scientific research in the Gulf of  Mexico and Western Caribbean – and the key role that Cuban waters play in the  ecosystem – the Cancún meeting brought together major institutions from both  countries to establish research priorities and chart a way forward toward  stronger and more comprehensive collaborative activities.</p>

<p>Scientists from both countries recognize that there is a need to step up collaborative  activities in order to more effectively address the growing research and  conservation needs of the Gulf of Mexico and Western Caribbean.  It has  become especially important to study these areas with a regional perspective in  order to understand biological linkages and inform sound conservation policies  at a regional level. The principal goal of the November 2007 Cancún meeting was  to establish a set of consensus scientific priorities that would serve as the  framework for a plan of action. Six key priority areas were identified and  discussed:</p>
<ul>
<li> Research  and conservation of coral reefs</li>
<li> Research  and conservation of sharks</li>
<li> Research  and conservation of sea turtles</li>
<li> Research  and conservation of marine mammals</li>
<li> Research,  conservation and management of fish resources</li>
<li>Strengthening  of marine protected areas</li>
</ul>
<p>Working groups were formed around each  of these priorities. Recognizing that better international communications are  essential to the effort’s success, a committee was also formed to address  Internet and telecommunications issues.</p>
<p>Following the successful prioritization process at the Cancún meeting, the  group committed to a follow-up meeting to build on its efforts, transforming  the list of priorities into a Plan of Action to identify specific projects and  activities designed to advance the priorities. Such a Plan would serve as a  road map and planning document for implementing new collaborative efforts.<br />
The follow-up meeting was held successfully in Veracruz, Mexico in March 2009  and broadened the scope of the project to include full Mexican participation. <p>The Havana meeting included the participation of members of the U.S.  funding community, including the John D. and Catherine T. MacArthur Foundation, the Summit Foundation, Code Blue Foundation and The Ocean Foundation, to provide their perspectives and advice for the finalization of the Plan and ongoing efforts of the partnership.  The meeting was coincident with the first-ever joint congress of the Latin  American Association of Marine Sciences Investigators (ALICMAR) and the Cuban  National Oceanographic Committee (NOC).  This  “double congress,”  entitled <a href="http://www.colacmarcuba2009.com/" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.colacmarcuba2009.com/?referer=');">ColacMarCuba 2009</a>, included the 13th Latin American  Congress on Marine Sciences (COLACMAR) and the 8th Cuban Congress on Marine  Sciences (MarCuba 2009), held October 26-30, 2009 and included nearly 1,500 participants representing nearly 40  countries.</p>
<p>ColacMarCuba 2009 provided an ideal venue for the  project team to meet and take the first concrete steps toward implementation of  the Plan of Action by building specific projects and partnerships from the  Plan’s identified prioritized actions and activities. The large, diverse  audience present at COLACMAR provided an important setting to formally  announce the group’s recommendations and planned activities to the  international scientific community for the first time, with the hope of building additional partnerships and projects. This special session was presented by Dr. David E. Guggenheim who has organized and led the three conferences. A fourth meeting is in the planning stages for 2010, to take place in Sarasota, Florida.</p>

<p>CANCÃšN, MÃ©xico &#8212; In a historic meeting co-organized and led by the Washington, DC-based Center for International Policy and the Harte Research Institute (HRI) for Gulf of Mexico Studies at Texas A&amp;M University-Corpus Christi,a group of 15 Cubans and 15 Americans met in CancÃºn, Mexico to develop a plan for taking joint marine research and conservation activities between the U.S. and Cuba to a new level. Collaboration between U.S. and Cuban scientists has been exceedingly difficult because of the decades-old U.S. embargo, even though research is a permitted activity and U.S. scientists are allowed to travel to Cuba. Complicated logistics and ever-changing politics have prevented all but a few U.S. institutions from successful collaborative projects in Cuba.<span id="more-1165"></span></p>
<p>1planet1ocean president Dr. David E. Guggenheim, HRI Advisory Council member and manager of its Cuba Program, organized and led the November 1-2 meeting along with Dr. Wayne Smith of the Center for International Policy. The conference was conceived of in recognition of the critical need for more scientific research in the Gulf of Mexico and Western Caribbean, and the key role that Cuban waters play in the ecosystem. The CancÃºn meeting brought together major institutions from both countries to establish research priorities and to chart a way forward toward stronger and more comprehensive collaborative activities.</p>
<p class="infopaneText">At the end of the two-day meeting, a framework plan of action was established with the following priorities: Research and conservation of coral reefs, sharks, sea turtles and dolphins, improved management and conservation of fish resources, and strengthening of marine protected areas. The proceedings of the meeting are currently being drafted. Working groups &#8212; each headed by one Cuban and one American &#8212; are leading continuing dialogue on each of the priority areas. A follow-up meeting is scheduled in 6-12 months and will include the participation of MÃ©xico. Over the past few years, HRI and its partner, University of Havanaâ€™s <em>Centro de Investigaciones Marinas</em> (Center for Marine Research), have conducted a number of research expeditions and related research efforts along Cubaâ€™s Gulf of Mexico, the 320 km expanse along its northwest coast, in a project called <em>Proyecto Costa Noroccidental</em> (Project of the Northwest Coast).</p>
